The Kethane drill has two small Kethane tanks and the converter has one, once related collectively all these tanks will fill on the same rate. When changing kethane (which you can begin with motion group 8) RCS will mechanically fill the RCS tanks on the cargo lander. However Liquid and Oxidizer fuels need to be pumped. The converter has an oscarB tank which it can fill because it converts, connected to the tank is a TAC gas balancer machine (which I name the fuel pump). (sadly the entire operation shuts down if you go over 2.4km away)
